According to another scrutiny, 24,399 referral papers held by private labs had invalid mobile phone numbers, which, the LG said, was pointing to potential evidence of fake patients. These labs conducted lab tests offered by the government for free to economically disadvantaged patients.
A statement from Saxena’s office said that the inquiry uncovered tens of thousands of fake pathology and radiology tests conducted on non-existent patients. These purportedly fake tests were referred to private labs, and reimbursed by the government.

The CBI had arrested Biswal, the former BJD legislator from Choudwar-Cuttack, in 2017 in connection with sale of a piece of land in Jajpur district to Seashore Group. Biswal and his wife had sold the land to Seashore for a hefty amount and could not explain the details of the illegal transactions.
Investors were duped of their deposits through the Ponzi firms in the Rs 578-crore scam. The CBI took over investigation of 22 of the 41 FIRs registered against Seashore Group following the Supreme Court order on May 9, 2014.
While trial in 22 cases is pending before the Special CBI Court, the remaining 19 cases are pending in courts in different districts. The police stations in Dhenkanal, Rourkela, Soro, Nabarangpur, Jajpur, Berhampur, Titlagarh and Sonepur had registered the FIRs against the company.

This means that senior government officials involved in corruption cases cannot demand protection from coercive measures for the period between September 2003 , when the impugned law was framed, and May 2014, when the SC judgment invalidated the need for prior sanction.
Section 6A of the DSPE Act required the Central Bureau of Investigation (CBI) to obtain prior sanction from the central government to investigate corruption cases against an officer of the rank of joint secretary and above.
The bench further clarified that Section 6A was a procedural provision and that the 2014 decision on its validity had nothing to do with the applicability of Article 20(1), which lays down that no person shall be convicted of any offence except for violation of a law in force at the time of the commission of the alleged act.
The issue was first raised to the Supreme Court when the CBI approached it challenging a Delhi High Court order. A five-judge constitution bench in 2014 termed Section 6A a “discriminatory” provision that “impedes tracking down the corrupt senior bureaucrats”. Later in 2016, a two-judge bench in 2016 referred the questions whether there can be a deprivation of such immunity by a retrospective operation of a judgment of the Court, in the context of Article 20 of the Constitution of India, to a larger bench.

The CBI had mobilised 53 officers, including 29 women officers, to probe cases related to the Manipur violence and also asked some states, including Odisha, to depute police officers to be part of the investigation. Last month, the central agency took over the investigation in 27 FIRs lodged in connection with ethnic clashes that claimed more than 160 lives in nearly four months. It has already registered eight cases, including two instances related to the alleged sexual assault of women in Manipur.

]]>While hearing a petition filed by one Anshuman Kanungo, the two-judge bench of HC directed the central probing agency to complete the investigation within four months and submit a report.
The petitioner claimed that he had scored 98.97 per cent but later found some some discrepancies in the marksheet later and sent a mail to the authorities concerned for correction. However, the mark was subsequently changed to 37 per cent. He was also denied admission in any engineering college, including NIT-Rourkela, on the plea that the marksheet submitted by him was fake.
Anshuman’s lawyer, Akaya Kumar Panda, told the media that they argued that the marksheet was downloaded from the official website and it was later allegedly changed to accommodate another student from Uttar Pradesh.
