The DMRC will execute the 6,255 crore project as a turn-key consultant and charge a fee of Rs 326.56 crore.

According to an official release, the MoU was signed in presence of Chief Minister Naveen Patnaik on virtual platform. The project is targeted to be completed in four years. “This pact signals emergence of a new epoch in the transportation history of Odisha. We are now poised to transform the transportation landscape in the capital region. This is a flagship programme under the 5T Initiative of my government that will also symbolise the emergence of a new Odisha,” the CM said.

He further said that this is the single largest investment made in any infrastructure project in the history of Odisha. “The entire cost of the project will be borne by the state government,” he added.

Appreciating the expertise of DMRC, Naveen said that it is a pioneer in the field of construction and operation of metro rail in the country. He expressed confidence that the construction of the metro rail will be of World Class standard and will be completed in time.

Chief Secretary P K Jena said that the project will not only ease out traffic in both the cities but will also spruce up the economy.

While Housing & Urban Development Minister Usha Devi said that it’s a historic moment that will transform the transport sector, Science & Technology Minister Ashok Panda added that this project will make Cuttack & Bhubaneswar truly a twin city.

DMRC MD Vikas Kumar said that this an apt time to start transit oriented development in Odisha. “It will spruce up economy, and push growth and development in the region,” he said.

The programme was moderated by 5T Chairman VK Pandian.

The project was announced by the Chief Minister on April 1 this year. Pandian on October 29 visited Trishulia to take stock of the progress in project before the foundation.

Chief Minister Naveen Patnaik will lay the foundation stone for the ambitious project on January 1, 2024.

This was revealed during review of the status of the proposed project on Sunday. The Detailed Project Report for the metro rail in the capital city has been approved at a total cost of Rs 5929 crore, which will be fully borne by the state government.

The government has already made a provision of Rs 210 crore in the Supplementary Budget for the current year for the project which will be taken up under the 5T initiative.

As directed by the Chief Minister, Chairman 5T & Nabina Odisha V K Pandian along with senior officials reviewed the work of the proposed which will connect the twin city of Bhubaneswar & Cuttack. The Phase I of the Metro Rail project will connect Bhubaneswar Airport with Trisulia Square, via Chandrasekharpur. Jaydev Vihar, Vani Vihar, Master Canteen and Rajmahal Square.
Pandian discussed and facilitated decisions for timely commencement of the construction of Metro Rail project, a release from the Chief Minister’s Office (CMO) said.

The Chief Minister had announced the project on Odisha Dibas on April 1, 2023. A Master Plan for extending the Metro Rail service to other areas of Bhubaneswar and to Khurda, Puri and Cuttack towns is being developed through Delhi Metro Rail Corporation Ltd.

Trisulia is going to emerge as a major traffic hub to serve Bhubaneswar and Cuttack cities as well as emerge as gateway to the Twin city from Banki and Athagarh side. The Central Depot of the Metro Rail project will be located near Trisulia Square where the Command & Control Centre as well as the maintenance and stabling facilities for the Metro trains will be constructed. A New Bus Stand is being constructed at Trisulia Square, which will be further expanded and integrated with Merto station.

Pandian expressed satisfaction on the progress made by various departments and agencies and directed officials to complete the preparatory work in time ahead of the foundation stone for the project to be laid by the CM On January 1

Pandian instructed that the works must be monitored very closely, observing principles of 5T to ensure timely completion of the project within four years schedule. He also asked officials to ensure that the project realises the vision of the Chief Minister of a world class urban transport system for the aspirational Odisha.

He advised that the metro system should leverage the latest technologies and most advanced equipment to provide efficient mobility solution to passengers. He asked officials to ensure that other modes of transport are aligned with metro rail stoppages for the seamless movement of passengers. He also advised officials to ensure that the project planning should be done in such a way so that it has enough room for long term future expansions.

Pandian also made a surprise visit to the newly constructed Cuttack Netaji Bus Terminal (CNBT) to get feedback of people and see the cleanliness at the state-of-the-art terminal. He interacted with passengers, vendors, service providers, bus operators and other staff members. He asked officials to further strengthen integrated information management system which will enhance the passenger experience and hassle-free movement of passengers.

The officials also visited the transformed Taldanda Canal. He advised that the visual aesthetics along the canal should be maintained so it continues to be recreational hub for the people of the Cuttack city.

Pandian was accompanied by Development Commissioner Anu Garg, Pincipal Secretary, E&IT Department Manoj Kumar Mishra, senior officials of Cuttack District administration, Bhubaneswar Metro Rail Corporation and Works department.

Bhubaneswar Metro Rail Corporation’ – a fully owned company of the Government of Odisha has been newly incorporated under the Companies Act and the Company has started functioning. A High-Level Committee under the chairmanship of Development Commissioner-cum-ACS has been constituted to oversee the expeditious engagement of an executing agency for the project.

The entire alignment of the Metro project from Trisulia Square to Bhubaneswar Airport will be on an elevated structure and will run on the median/side of the existing roads, with 20 stations. The stations will cover important places like Nandankanan, KIIT Square, Damana Square, Jaydev Vihar, and Vani Vihar. Ram Mandir, Bhubaneswar Railway Station, Bapuji Nagar, Sishu Bhawan and Capital Hospital.

The project work will be started soon and is targeted for completion within 48 months. CM Patnaik directed all the agencies to work in close coordination and ensure the timely completion of the project.

CM Patnaik said, “The Bhubaneswar Metro Rail project is a major landmark project for Odisha. Bhubaneswar will join the select group of top cities in the country with a metro rail system. This project will further strengthen the public transport in the city and enable the economic growth of the city. The city has been recognized for various urban projects and is emerging as a city with an enhanced quality of life. I am sure this mega project will make Bhubaneswar a top liveable city in the country”.

Secretary to CM (5T) apprised the Chief Minister regarding the choice of the alignment which was finalised after extensive field visits. The route has been selected to decongest the main roads and benefit a maximum number of daily commuters. He further added that the subsequent phases of the Metro project will connect other growth centres in and around Bhubaneswar.

Minister for Housing and Urban Development Smt Usha Devi, Development Commissioner Smt Anu Garg, Principal Secretary HUD Sh Mathivathanan, and Senior officials were present during the meeting.
