“You are not just civil servants, you are the agents of transformation for a new Odisha, an empowered Odisha. You will be the true architect of our vision of our Odisha for 2047,” he added.

The State Govt. is focusing on recruitment drive for the youth and most of the departments have been following regular calendar to fill up their vacancies. As many as 1269 civil service officers have been recruited in the last 5 years. Today, 421 officers joined in different civil service cadre in the state, he informed.

Welcoming the officers, the CM said, “Your journey has just begun, work hard, stay committed”. Reposing faith on the newly recruited officers, the he said, “Each one of you is now going to play a vital role in realising our collective dream of an inclusive and empowered Odisha. I expect nothing less than your absolute best”.

Discussing about 5T principles and Mo Sarkar, the CM said it has been successful in reducing the gap between the people and the Govt., improved efficiency and increasing transparency in the system. Now 5T principle has become the launch pad for a transformed Odisha and the newly recruited officers have the opportunity to be a part of this mega transformation process.

CM expressed hope that with the unwavering effort, dedication and hard work of the newly recruited officers, the vision of a transformed Odisha will be achieved sooner. The CM said it is indeed a great privilege to get an opportunity to serve our dear Odisha.

The CM also launched the Quarter Management System 2.0 developed by CMGI as an initiative of GA Dept. under 5T Principle. This will be a complete faceless end-to-end online quarter management solution for all stakeholders.

Speaking on the occasion, Minister, Revenue & DM and School & ME Sudam Marndi called upon the OCS officers to work hard for fulfilling the mandate of their jobs. Minister of Finance Bikram Keshari Arukh expressed hope that the new officers will work with transparency and accountability to fulfill the dreams of the CM.

Chief Secretary Pradeep Kumar Jena also spoke on the occasion. ACS, GA & PG Dept. Surendra Kumar gave the welcome address while Commissioner-cum-Secretary, Labour & ESI Santhanagopalan R offered vote of thanks.

A ‘Nijukti Parba’ for the newly recruited nursing officers was held at Kalinga Stadium in Bhubaneswar.

Chief Minister Naveen Patnaik, who attended the programme, asked the new nursing officers to work with utmost dedication and honesty to provide the best healthcare services to the patients.

Naveen advised them to follow the ideals of Utkalmani Pandit Gopabandhu Das, Florence Nightingale and Mother Teresa to serve the people with selflessness and determination.

Congratulating the new officers and their families for joining a great service like patient care, the CM that the ‘basic mantra’ of health service is that every life is precious.

Advising that nursing officers have a major responsibility in this regard, he said that it is their responsibility to ensure that every person can get good service.

“You alone can instill hope in the patient. Your dedication and service can increase the confidence of the patient,” the CM said, adding that nursing officers also worked very well during COVID-19 and had a huge role in the success of the management of the pandemic.

Highlighting the 5T initiative of the state Government, he said that our health care system has become effective through this policy. Today everyone can feel the transformation in healthcare in government hospitals, he added.

Speaking on the occasion, Health Minister Niranjan Pujari said the state government has always made efforts to provide adequate and better quality health services to the people. Provision of good healthcare to all has been ensured through establishment of new medical colleges, improvement of health infrastructure and new recruitment, he said.

Speaking on the occasion, Chief Minister Naveen Patnaik said quality and free healthcare has been the fundamental feature of state’s healthcare delivery system. “Our policy is driven by our motto of “Sustha Odisha, Sukhi Odisha”. For me, every life is precious. Not a single person should be deprived of quality healthcare for lack of money. While the ESI hospitals are taking care of 8 lakh insured persons, Biju Swasthya Kalyan Yojana takes care of 80 lakh families,” he added.

The chief minister hoped that the ESI hospitals and dispensaries will be centres of expectation and confidence for the insured persons catering to their special needs. He also announced implementation of Dynamic Assured Career Progression and Diplomate of National Board benefits for ESI doctors at par with doctors of the Health department.

Hailing the role of doctors in the society, Naveen said they belong to one of the noblest professions in the world and people treat them as savior of their lives. He advised them to be professional and create reassurance among the patients and their relatives.

Labour & ESI Minister Sarada Prasad Nayak, Development Commissioner Anu Garg and Labour & ESI secretary RS Gopalan also attended the function. Director, ESI Ashok Kumar Panda was present.

It may be mentioned that 45 hospitals and 12 dispensaries are now providing health care facilities under Labour and ESI department. Steps are being taken to establish 5 more hospitals under the department, according to a release from CMO.

Besides, 30 principals and teachers joined Odisha Mining Adarsha Vidyalayas making the total appointments 572 on a single day.

Speaking at the function, Chief Minister Naveen Patnaik advised the teachers and principals to make endeavor to unlock students’ potential. This large appointment is a huge boost for Odisha Adarsha Vidyalayas, he said and expected the new principals and teachers to try their best for making these institutions one of the best in the country.

“While the quality of teaching is of paramount importance, the success of an educator lies in understanding the inherent potential of students and making active efforts to unlock them. There should be a conscious endeavor to help children dream big and create the confidence in them to achieve what has been hitherto impossible,” he added.

Speaking on the occasion, School & Mass Education Minister Sudam Marndi said OAVs are a vision of the chief minister to take Odisha forward in every field. Many of OAVs are comparable to best schools in the country, he added. He said that 261 of the teachers are women. Odisha Adarsh Vidyalaya Sangathan Chairman Upendra Tripathy also spoke on the occasion.

Focusing on the 5-T initiative, Naveen said this can be an empowering tool for children. The knowledge of technology, learning the essence of teamwork, maintaining transparency, and understanding the importance of time can bring a transformative change in children, he added.

“The new Odisha of our dreams can be built by empowering every child with the power of education. The Odisha Adarsha Vidyalayas were set up to achieve this objective by providing free quality education in English medium to rural talents,” he said.

The chief minister also inaugurated 9 hostel buildings in Dhenkanal, Mayurbhanj, Boudh, and Sundargarh districts. Besides, an academic building was inaugurated at Angul. The CM also launched the Mukhyamantri Shikhya Puraskar web portal.

Interacting with the new teachers and principals, secretary to CM (5T) VK Pandian said as all of them have come purely on merit through an absolute transparent system, they should also follow the same in their teaching career.

He further said for the students, teachers are the real heroes. For the state, they are the architects of modern Odisha. Therefore, they should guide the children with their own action, he advised. They should follow SCHOOL- Sincerity, Camaraderie, Honesty, Obedience, Orderliness and Learning.

A Nijukti Parba programme was organised at the state Convention Centre in Lok Seva Bhawan for the purpose.

Speaking on the occasion, Chief Minister Naveen Patnaik said, “One of the key challenges for our higher education is to make our children employable or self-employed. There is a need for our students to come out of their institutes more confident of their capacity to do something meaningful to their own lives, and ultimately, to society. Here, the role of teachers, professors becomes very significant. Apart from quality teaching, they should instill confidence, inspire them with positivity and create a sense of purpose to their lives. Only a teacher can do this effectively”.

He expressed confidence that teachers can successfully transform the students into real assets of the nation.

Congratulating the assistant professors, the CM said Higher Education is a major platform for students to enter into the world of professional career. From here, students take divergent career options and contribute to society in various capacities. So this is one key sector, where we are increasingly putting our focus on, he added.
He informed that since 2016-17, the state govt has recruited more than 4 thousands teachers in government colleges.

He said that the state is providing various scholarships, laptops, virtual library facilities, ‘green passage’ for orphan students and initiating ‘Mo College’ campaign for greater involvement of alumni in improving the education ecosystem.
He further said that the govt is also increasingly spending more on research. The state will spend over Rs 216 Crore in next five years under Chief Minister Research & Innovation Students’ Scholarship Scheme, he added.

Speaking further, he said that the post of Junior Executive Assistants in the State Secretariat carries special significance. As government employees, they are here to serve the people of Odisha. Their sincerity and commitment to jobs will ultimately prove invaluable to our endeavor of the transformation of Odisha. He expected them to strive to deliver the very best in the service of our state.

Speaking that the State has embarked on 5T initiative to transform the state, he expected all to follow this governance module and contribute to state’s transformation.
He asked all departments to make concerted efforts for regular recruitments to fill up their vacant positions.

Joining the programme, Higher Education Minister Atanu Sabyasachi described the efforts made by his department to recruit teachers, enhance quality of teaching in colleges and universities. He appreciated the vision and direction of the Chief Minister in improving higher education in state.

Chief Secretary PK Jena said consistent recruitments in all departments have strengthened the apparatus of governance. He called upon the professors to educate the new generations of students as per needs of the current times.
During the programme, the Chief Minister released the guidelines on Mukhya Mantri Research & innovation Fellowship Programme (MRIP) and also Mukhya Mantri Research Fellowship Test.
Two Assistant Professors Dr. N. Tanmaya Kumar and Sangeeta Mishra shared their experiences of recruitment process.

They said that the process was highly efficient and transparent. They committed to bring qualitative change in education and inspire students to success. Junior Executive Assistant Surya Narayan Das, sharing his experience, also appreciated the 5T principle that was visible all through the recruitment process.
